Apostrophe as error in page title? Options

Why does the KLT treat an apostrophe as an error in a page title? Google doesn't care and it meets W3C standards (I think) as there is no escape character for it.

Can you provide the URL to a page with an apostrophe that is reported as an error?
We're guessing the apostrophe really isn;t an apostrophe, but rather a binary character that looks like an apostrophe.
